I am planning to make monthly payment (4 weeks interval) until things are back to normal. If anyone have disagreement with it then please let me know.
It's not disagreement, but i have mixed feeling about it when current balance is only enough for more than 1 week.
The solution for high fees: We decided to share the fees by the campaign members. Here is how it works.
If I had to plan to pay bi-weekly or four weeks interval then I have to hold a lot of BTC. Currently in total I hold over 1 BTC in my 2 of 2 multi-sig wallet. For a four weeks interval payment my wallet will have over 5 BTC before I complete a whole cycle of payment for each interval.
My wallet is very secure (one needs to access two device to move any fund) but still I do not feel comfortable to hold such amounts in the escrow wallet. So I decided to clear every week's payment as quick as possible. So that I do not feel the burden.
As a solution, taking a very small amount of BTC from every output address make much sense. The amount is so small for individuals that one can easily ignore. I hope that explains why we decided to share the fees. Many members suggested the same, thanks to all.
Let's understand how we calculated the fees, until the mempool become normal we will continue calculating the fees this way.
The formula is to take fees from every members based on the percentage they have allocated from the btc we spent in that specific week.
This means everyone is participating in the transaction fees. I hope this is the best solution. We don't need to wait for two weeks or four weeks payment interval.

I wanted to ask if everyone agrees we share the fee for this week's payment in order to get the TX in the next block, I used the last week's transaction size to calculate if we wanted to get the next block, there would be a need to pay $25 as fee, so if we divide that by 14, that would be 12 participants, campaign manager and the mixer, all share that fee. That would be less than $2 per recipient.
And of course if anyone wants to change their final destination address, and if Royse777 is kind enough to change the addresses, this could help to cut the fees.
Note, if anyone is unhappy I don't mind to pay their shares up to $10, that's how much I'm going to pay anyways, but I would then like to change my receiving address.

I agreed to what @digaran suggestion, Why don't we work together with the participants who are included in the mixer to divide the fee to be paid? Because working together does something different than just finding a solution to a serious problem. In this way, we can still maintain or ease as if nothing happened and we are not affected by the incident.
Honestly speaking, I know that the others who are involved in the mixer find that the weekly payment is a big help in their lives. Especially for those who earn more than $100 weekly, it is a big deal, but even so, I hope it will be decided that we will just work together to pay the total paying fee to keep everyone's salary weekly.
