The getpeerinfo reports no other peers at heights above the explorer's wallets, and the bittrex status page reports it has stopped at 66993 (which is slightly below the explorer's wallet).
However if you look at the difficulty for the last blocks, a multi-pool or large miner is jumping in an out, with difficulty swings from 0.13 to 39+, so when the multi-pool is out (waiting for the difficulty to adjust down), the blockchain progress has to be made by the (much) smaller hash-rate pools, which means the blockchain is stuck for hours.
Last time it occurred the difficulty peaked at 16.4 (block 66994), so it'll probably take more time this time as diff is at 39.7 (and when it gets down again, you can probably expect the big miner to jump again, rinse & repeat, until the UPM community throws more hashrate to defend the blockchain, or the market price falls too low...)
