You read the news wrong, the cases are still in rise. There is no cure yet for the virus that is why South Korea already raised the threat alert level. 
Corona virus could very well be the start of something major and we have 2020 elections of USA coming up soon so there could be some sort of "outbreak" in USA that would make everyone stay at home for a long time as much as they can which would drop the voter turnout in the 2020 elections which would help the republicans because it is know that if 100% of all eligible voters turned out to vote, democrats would win by a landslide in a historically record difference.
Russia wants to keep the republicans at bay and they want to control the puppet president Trump which means they might have worked out with China to have a break out there and then actually spread the virus into USA as well, they could have directly started with USA but that would have been a lot more suspicious, this way it is a lot more subtle.

On top of all of this, there is the fact that China can't be destroyed, it is not something that easy to destroy China, it is a huge nation with over a billion people in work force, from early age of childhood until death they are working to make more money for their country, that type of power can't be eroded by just a news.
