Hey, I managed to lock my account bagholder010 from the hacker here, but anyway I got ACCEPTED!

Now I am reading the w-8ben form on part 2 #10 it says article and paragraph "should I write here 12?" of treaty identified on line 9 above claim a 0 % rate of withholding on(specify type of income) "Beneficial owner is a permanent resident of....... Explain the additional conditions in the article and paragraph the beneficial owner meets to be eligible for the rate if withholding:.....

Any other good reasons for the 0%?
