Definitely not a scam. I was lucky enough to make it into their Telegram (they have since made private). Just know that in about two weeks there is going to be some major news that will put XCS on the map.
There is a coin trading on Coinexcahnge.io called Cybsec.
It looks like it is a scam. No bitcointalk thread. Very little activity on Twitter and FB.
No information about the team.

I think the coin is not a scam because it is already in coinmarketcap https://coinmarketcap.com/currencies/cybcsec/#charts and their twitter account looks active.But the information about CybCSec is very small.It looks like it is a scam.
