The probability the halving occurs in July is extremely high, I'd put it at over 90%. Unless you think 20% can continue until July, that is. I don't.

But we are at block 398266 and had 378266 on 10^th of Oct. 2015 (thats four months ago or 126 days to find 20000 blocks). That equals 159 blocks a day. We have 21735 blocks to go, to hit 1^st of July (139 days from now) that would be an average of 156 blocks a day -> so a halving in June is very possible with an average of 9% difficulty increase.

The network is intended to operate such that one block is solved every 10 minutes, it's not about convenience of getting tx confirmed. If you want fast/instant confirms there are plenty of altcoins designed around that philosophy, but with bitcoin I would tend to agree that it is "bad", at least for anyone with less than ~10PH at their disposal.
