The only time you should see a stake reward of 0.00 is if the calculated reward is < 0.01

This is true because the coins for the bounties are not staking.  8000 * 285,937,255 = 2,287,498,040,000 (34% less than if the bounties were staking.)

Coins sitting on c-cex and yobit don't stake either?  I don't know their policy.
