For example, 0.5 btc:
Does that mean:
a) That the max amount RISKED no matter what the odds are is 0.5 btc?
or
b) That if the odds are 2.00 or higher that is the max that can be bet (risked),
but if the odds are 1.99 or lower that is the max that can be won (win amount)?

The Max Bet is specific to the bet that you ordered, it is always referring to the max that can be bet (risked) and
not to the max that can be won (win amount).
For example if the Max Bet is 12 BTC, you can send a 12 BTC bet to the given BTC address.
Unless the bet odds are very high, the max bet size is at least 1 BTC and can reach as high as hundreds of BTC for certain bets.
For Sports Betting, in most cases you can bet more than the maximum advised.If you are interested in placing larger bets you may still be able to do so, as explained in more details here :
