We are currently experiencing COVID -19 crisis and I think the halving cannot be affected by these types of outside alteration unless people are totally being restraint to use the internet. As for me, the only way to stop bitcoin halving is a total blackout access of the internet globally but I think it is close to impossible.
If you are talking about the change of monetary value, there is a chance that it will fluctuate since people are in need of money in order to for them survive in a daily basis.

If we are going to disregard the effect of COVID - 19 pandemic, the result can push people to be bullish in the market as well as in the alternative coins. I think if the monetary value of bitcoin is increasing, altcoins price will also follow as bitcoin is leading them in their prices.
