yes the market is definitely going upwards as it has already developed a strong resistance between 4000 USD and altcoin are also showing some progress so I think the market is going upwards and bull is coming.
Fundamentals looking good and developed day by day everywhere. So why not. When the price increase again bitcoin gets more and more attention. in the most of the cases btc increase caused an altcoin increase, too. The time will tell

If, you see the dated back the evolution of the crypto market then you definitely say that the market is running a bull market since the starting of the Bitcoin concept as a payment method. That time the Bitcoin price was even under a $ cent value. So, always the Bitcoin market and the crypto is in a infant stage.

If there would be a perfect time for a bull run then it should be now. The price drop is already long and the fruit is now ripe. The value has already reached its bottom and now ready to rise again. We just need to wake up the bulls and ride until they go to moon. History is just repeating themselves and its really possible now.

How many times do we need to hear about the bullrun is coming,the bullrun is here or the bullrun has gone before e realize that this is unpredictable?
Let us admit that we can only say that bullrun is here when the market boomed and continuously growth and not loke now that value keeps up and down

I think the BTC will go up to 10 thousand dollars when we can start saying that the fulfillment has started the bull run but before that we can not fully say that the BTC bull run has started because there are many coins too many down the previous price. I think when the Bakkt is fully started, many US traders will invest in crypto-market and then the market conditions can be very good, it's just my personal Null thought.
