Dont replace the fans, just reoil them.
Try to run benchmark and you know what happend.
Not all fans are same, for example with good ball bearing fan can last very long even on 100%.
But yes on 70% will for sure last longer, and better to have problem with fan then with vrm or gpu.

Regardless if you run them at 70% or 100%, they will eventually die.
70% will last longer, however how many have actually had GPU fans die on them? It never happened to me. Aren't fans rated at like 100.000 hours or something?

If you say they are easy to replace fine.
They cool no better. At 95 percent or higher
So running at 100 percent wastes power. And does not cool better.

I run fans 70 to 85 percent

I try to run mine below 70C, and I'm not sure if I'd see much of a difference in the lifetime of the cards if I ran them at 65C instead. No two GPUs are the same, so it's difficult to predict how long yours will last. (Also no guarantees that speeding up your fans from 70% to 100% would even see a 5C temperature difference.)

Fans are cheaper to replace, it's as simple as that for me.
Bull turds. Running fans at 100% 24/7 will kill them faster. period.
I talked to 2 fan sellers, they both said that there was no different between 70% and 100%. If this is true, I would like set the GPU fan speed to 100% to make GPU cooler, what do you think about it?
