I think ETH will be very difficult to reach new ATH and certainly this coin is still very risky if you choose to invest during this period. However, the future is unpredictable and Ethereum may rise in value if Bitcoin can reach $40,000.

It's being affected by the current market, looking from the coinmarket right now you'll noticed that since bitcoin is really suffering almost all of the alts are really affected in terms of value. ETH might be a good asset to invest your money since the value is now cheap from the last rise this correction should be taking advantage by people who still have enough fund to invest.
Can't say if ETH will rise and meet new high but chances to earned out from this asset is very possible if you know how to wait.
