There will be a limited number of mercenaries. He can't use too many, as the outside world will feel that he is using them as he has no faith in the Ukrianian army. As far as I know, there are around 200 English speaking mercenaries in Eastern Ukraine right now.

This is serious. Resistance headquarters of the South-East put forth a 10-hour ultimatum to Lugansk regional government. The government must call in an extraordinary meeting of peoples deputies of Lugansk region with the aim to 1) Proclaim independent Lugans People's Republic; 2) Call for a referendum with two questions:
1. Are you for Lugansk People's Republic joining Russian Federation?
2. Are you for Lugansk People's Republic joining Ukraine?
Conduct the referendum within 10 days.
They also stated that they will surrender weapons to such authorities, that the citizens of Lugansk People's Republic will elect during the referendum.
