Yes the rank is determined by the wagering amount only and this is the case with most of casinos.Like if you are having old account and don't wagering why would they give you benefits? So more you wager the higher rank you would get.

I checked the terms of this promotion, and I didn't see any mention that one player can only win the prize once.
