Got the second card, it happens to be valid now. Sorry if my words sounds weird to you, but its a financial information and expect more serious working attitude.
I believe that its not actually your fault, but fault of some of your partners.

I use the e-coin card and I'm very satisfied so far. On 1st September they had a login problem but they resolved it the same day but after a couple of hours and everything works ok now. You can read more details in the main e-coin support page https://bitcointalksearch.org/topic/m.12296901

do you mean any kind of automated message confirming the receipt of your request would be helpful? There are two ways of looking at it: immediately acknowledge and then fix and reply or just fix and reply, without the additional notification. Some people prefer to receive the acknowledgement, others prefer not to, as it is just another annoying automatic message.
What is your view?

yes is good to receive reply when problem is solved the fact is that I didn`t receive any e-mail form you except here !? .this is creative feedback is good to take notice on that and to fix it this will make you better then you are now

today after around 24 hours delay the money was finally load in to my card. So the problem can be consider as SOLVED.
The Problems:
Support ... the site don`t have any support i didn`t receive any e-mail to inform me that they receive the problem ticket or that they solve it .I send them 3 reports 2 form the website and one direct form my e-mail. Response NONE. The site work and seems to be LEGIT for now but if you expect for any support to receive information or help or else DON`T You will not receive respond form them.
The only one person that reply to me was gosha@e-coin
Lets hope that they will fix the support

Your request was replied to within an hour, maybe a little bit more.
Your account must have been blocked by the bank and we are investigating the reasons. Usually it happens due to some account activity they may consider suspicious or due to incorrect entry of data by the card owner.

Please, have some patience and refrain from spreading panic before understanding the issue

I don`t think the post is negative is just warning, and how can i know about the reason when in your cite there is no indication that there is some problem ?

I deposit 0.0.599900 the deposit was ok I receive e-mail form e-coin for that but when I go to trasnfer them to my card
they gone but didn`t show to my card !? !!!! my card is active but my money was PUFFF gone !!! Angry

I send e-mal to support but didn`t recive any reply so be careful !!!

For a card without verification and small limits, this could work.

However, once the cards needs to be verified, it will be matched against the address on file I'd guess.

Correct, the bank will require proof of address to increase the limits.
$2.500 is not too bad for an unverified card though, at least in the short term

Technically it is possible, no one can ban you from doing so.
Such card won't be possible to verify though, so the limits will stay under $2.500 total load/spend over the card's lifetime
