Yes bureaucrats in such a tiny country like that don't really care, they are not picky, they will give anyone a license. It's good for their economy.
That is not true, some small countries have really strict bureaucratic rules
Malta will give a gambling license to pretty much anyone with a platform that works. Think all Euro internet casinos are registered there. That's why the country will never run out of available jobs either.

Approval of license to operate legally casino is last big thing remained to be resolved. It is taking some time but everything is doable after all it is also in interest of taxation department to receive some revenue from running businesses.
