Is there any mechanism to stop people from contributing from multiple addresses to get around any maximum?
Dynamic ceilings work to disincentivize individuals from multiple contributions. This is explained nicely in a blog post by Status

To further clarify the situation on KYC (know your customer), we will ask for each contributor's name, address, and telephone number. We do not require copies of ID or anything else. The only real mechanism to stop that would essentially be extensive KYC practices such as collecting photo ID's and passport.

Trust me, this news is already having a big effect, that's what made Sharpe Capital reach 8M registered so quickly, +1,5M since this news !
And i notice a much stronger interest from local communities since it was announced, suddenly people open their eyes and see they missed one of the greatest projects.

I dont really see Sharpe Capital doing any big PR yet! Hopefully they can push it when the ICO about to start. 'The 20m cap will finish in no time!

Sharpe Capital is here for the middle-long term, most of ICOs launching on an exchange know a dump at the beginning, there are always people who are here for quick profit.
But when you have a solid project like Sharpe Capital, this is a detail in it's history, nothing to worry about.
