Sure, because you have to reward people who are willing to risk more than others.

There are so many people that ask what's the minimum amount to invest, it only makes sense to give something more to the ones that gave the project more.

Exactly, it is always great to reach the hardcap, but even if project does not reach it, it can still be very successful. That is lots of money anyway.

Exactly, I would rather choose team burning 20% of the tokens than reaching hard cap with 60-70% bonuses, and that’s what bunch of ICOs are doing.

Maybe not any partnership. Maybe they were waiting for the right partners and didn't want to rush into anything.

Sure, they can gain private investors interest and even if the cap is not reached during ICO, it can be reached otherwise.

We have seen projects reach their hardcaps too easily and that is a sign that something might be wrong.
