For me it's the opposite, I still think Team Secret is good but they're just having issues adapting to the current meta as most of the mid heroes are starting to become the new position 1s and the safe lane is starting to shift to that new position 2. They still have 2 games left on the DPC it's just that Dreamhack hasn't posted any schedules at the moment. For Team Liquid they're definitely qualified but for Team Secret they'll need to win those last two games to contest the fourth slot.
To win Team Secret should adopt the new style centred around its carry but the safest bet (at least for me) would be on Team Liquid provided they will win the last two games. They have shown good result at BLAST Premier Final this year and in my view the only reason that has prevented them from the better result on that tournament was the lack of teamwork. Probably the issue of communication between leading Liquid players is still existing.
