I cannot be sure that this is October and the price is still around 200 $ and this is a very bad decline in my opinion, so I am pessimistic if this year the ETH will reach the price as you say.

Still possible but I don't think your prediction is going to be real. In 2019 ETH may see a new All-time high with a new bull run. As you now our all time high 1400-1500 USD at the moment for ETH.
