Without a bank account is meant vise versa, from what you described:
You can SEND transactions TO any bank account without having to have an account yourself.
The other way around can not be possible, because SEPA could not do it.
So you can choose to send Europecoins TO your, or somebody else account by using Europecoin
and the target will receive the money in Euro.
But guess what, SEPA can't, but we can!
We are about to provide the other way around soon via Federated Blockchains,
but i can't tell you yet more about these details, just one:
