It's investors who should be careful about exchanges first. Not all exchanges are same. You can't expect good from a bad exchange. Anyone investing in yobit's IEO is gambling.
And secondly investors should also choose which IEO to invest on as not IEO would be the same. So, you still need to research about the project and make sure, it's worth your investment.

IEO brings short-term returns to investors and if the project is really good, the value of that coin will reach a very high level and it is very easy to double the profit if many people are interested. I often participate in projects that have been mentioned by many people and up to now I've participated in more than 6 IEOs and my current profit is over 1200%. I think the IEO will prevent from the scam project because before they can release the project, they need to get verification from the exchange which will help us to get the potential and profitable project in the future. But that will not stop IEO from the scamming because the scamming itself will always be there. At least, the exchange will give their contribution to scanning the right project, and the customer itself could feel save to invest in the project.

What killed ICO is proliferation, so many ICO's at a time, from tens to hundreds a week and even thousands within months. So far the rate has reduced as I am not aware of any known ICO ongoing. The IEO's will then have to struggle through exchanges as the best will stand out. People are wiser and exchanges should learn not to list any garbage except they intend to lose it all

but there is very few IEO on Binance compared to other exchanges. if you enter on smaller exchanges, you will see that there are a lot of ieo.

You may be right but we must also note that even if developers pay high for IEO, they can still take back that with ease because many will buy in the exchange even if that project is not legitimate. They can still conduct IEO even if that is a scam project.

Bluenote is a project that was conducted on dobitrate exchange, and dobitrate is notorious for a fake volume. So scammers still perverse IEO as such you are to to deal with extreme caution.   
Same thing the original poster is saying, if dobitrade continues to list scam projects, it will bring down the reputation and no one would want to buy from dobitrade anymore, unlike ICO's that same scammers can come in different shades and names just to swindle their victims

the days of IEOs are going to be a lot shorter than their alternatives because the exchanges are for now are filtering the worst ones and only try to list the least scammy ones and those that are not obvious scams but still are. but soon enough to earn more money they will start accepting bribes in form of "listing fees" and list everything and we will be where we started. in the end any type of fund raising through token distribution must end.

I couldn't agree more. The idea that an IEO is reputable by default is a fallacy. There are so many dodgy exchanges with fake volume and scam accusations that are now cashing in on the IEO market, more or less directly partnering with scammy projects that plan to make "easier" money grabs. Don't believe the hype.

Soon enough, the IEO market in 2019 will be as unreliable as the ICO market in 2018 for investors.

I don't think it is true. Actually, I doubted that some SCAM projects are looking for good exchanges. Because they already knew if they will be listed on good exchanges, they will collect good money how much they deserved.

Currently IEO's are becoming pupular and providing a more reliable option for new projects than ICO's. Previously a lot of new projects started by raising funds via their ICO sites and because of unregulated nature of this avenue, a lot of scammers used the medium to swindle a lot of victims.

Now the story has changed as it only serious projects that would want to go through IEO's, we no longer would hold only the project body responsible for any IEO scam but the exchange, so any exchange that values its reputation and users should do a proper scrutiny about any project before accepting their IEO sales. For instance if an exchange fails multiple times with their IEO, it will drive attention away from them, that is why Binance still draws a lot of attentions because it has recorded more successful and profitable IEO's.
