Unfortunately you need to be of rank Junior Member to join. You can get there quite quickly though. If I understand it correctly your account needs to be about a month old and you need to have made about 30 posts (https://bitcointalk.org/index.php?topic=178608.600)

I just took the day off today and will go though the list of new participants now. In most cases (unless the numbers really do not add up) I accept the number of posts you tell me as your initial post count.
