When is the reward change for a block? 840.000 block or 2.100.000 block ?

Block reward halving should be at block 1,793,041 which should be about July 6 2017

Same with 0.9.6, do I need cable internet connection?

I redownloaded the blockchain for my 0.9.6 wallet this weekend just to make sure all works as it should, and it did. I didnt use the bootstrap, however. It will take a few hours with cable internet, even longer with a slower connection.
My connection is wireless about 10mbps, but main problem is that wallet works for about 200-500 blocks and stops. I have found nodes here: https://www.coinexchange.io/network/peers/FTC
but seems useless as problem is not not in nodes, here is some part of debug.log:
