First of all, Barcelona would have to be interested in selling De Jong in the first place. As far as I am concerned, Barcelona really did not want to sell this player. In addition, De Jong did not want to leave the club either. Having just signed Casemiro in the team, it is unlikely that Manchester United will be interested in signing this player.
In spite of that, it does not mean that other teams are not going to be interested in this player as well. If Barcelona were to actually transfer this player, then I believe that there will be a lot of teams that are very interested in his services.

Barcelona have been open to selling even in the summer just the issue with the wages that was a stumbling block and stalled the talks and player sale but if this depts have been fully paid I think they will be open to cashing in on the player in the January window. Liverpool is a good destination if you ask me and I will also love to watch him play and compete against big teams in the league. Imagine how interesting it will be watching a Liverpool team with De Jong playing against against Manchester city team with it's experienced midfield.In spite of that, it does not mean that other teams are not going to be interested in this player as well.
