The possibility of seeing Neymar at Chelsea or Juventus is making me excited honestly. I can't imagine him playing for Juventus actually because I don't relate his style much to their game strategies. But maybe I will get wrong about that in case they succeed in signing him. Chelsea might be a better option for him as he would perform great as a winger. I just hope he doesn't get injured seriously again for a long time. Otherwise it would be a regretful deal for the team sign him.
He won't play for Juventus, he doesn't belong there. At the moment they are looking at Pogba and di Maria and maybe they will go to Juve. And they have Vlahovic and Chiesa, they don't need him. And Chelsea are also really well up front at the moment, I've already written it:

Chelsea will catch a striker before the start of the new season. It will be a star… i don't think so. Look at Timo Werner, Christian Pulisic, Batshuayi and Hudson-Odoi they are young and strong players. I think it's going to be a very young player who also plays in the second team. Instead of looking for a replacement for Lukaku, Chelsea officially recruited Raphinha. Now they are also reportedly interested in bringing Neymar to Stamford Bridge even though a number of people booed him. I think these rumors are very interesting because to be honest I don't see Neymar having any problems at PSG all this time. But if Tuchel wants to reunite with Neymar then this is a good opportunity for him.

I'm not even sure that Raphinha is done deal already although Leeds have reject the bid for Barcelona since it was pretty much lower that 60M from Chelsea, their easiest deal would have been with Richarlison and there's been no news as to why it didn't happen any longer, I don't think it's Tottenham paid better or serves the players best interest from all possible angles.

Neymar isn't going to happen, at the very least most definitely not this season, you've already since first hand how aggressive PSG can be when it comes to keep their players, it happened when Barcelona came calling for Verratti years ago and most recently Real Madrid coming for Mbappe, Neymar doesn't have a release clause with PSG and he's still under a contract, there's definitely no way Chelsea can force PSG hand on this.

I was expecting Richarlison to end at a bigger club, perhaps Chelsea, but I'd assume Chelsea pulled out of the deal, since advances were being made already and Richarlison might have had a better chance at Chelsea with Lukaku out for least the entirety of the season. It might have been a step forward for the Brazilian but he definitely would face a more stiff competition than he did at Everton and would need to prove himself.

Tottenham are really having a go in the transfer window, talks are also said to be in place for Lenglet of Barcelona especially the possibility of a loan, but I fully suspect that might have something to do with Barcelona deal with Man Utd concerning De Jong and the potential player (Maguire) that could be addon to the deal, that'd be such a real bummer!

He can command game style there but not in England. Also, with Inter Paying his wages as well as 10m loan fee. Its a simple but good business for chelsea (considering they cut loss)

This deal is important for both parties. Lukaku is not suitable for the Chelsea team. He is somewhat selfish and wants to score alone. It doesn't work for a competitive platform like the Premier League. If you want to survive in the competition of the Premier League, you must play well as a team. Romelu is one of the players who failed to shine after being bought by Chelsea last season because Chelsea spent a lot of money to get him from Inter but his performance on the pitch did not match what Chelsea expected. now chelsea must release Romelu Lukaku to Intermilan on a loan of 8 million euros.
