I get that they might have some big takeover and all, but I do not think that it means Sterling needs to quit City and go there.
I do not know if Haaland wants to play for Madrid all that much, doubt that any player who really desires to play for Madrid all that much would send his father to meet with Barcelona, which means he must be just considering his options. I wouldn't go to City neither if I were him, I would pick Barcelona or Madrid, but if he went to City, he would definitely be a beast there for sure.
I also doubt that Raheem Sterling is willing to move to AC Milan, because as you said, the levels of Man City and AC Milan are different at the moment.
