Just search activity in Meta and you'll get lots of explanations. You can get a max of 14 activity points every two week period and you need to make 14 posts to get them. However, you only need to make at least one post in the fortnight period and then you can collect all the missing points at a later date by making the required anount of posts.

That quoted post is old. You need 480 activity to become Hero Member now.
It is interesting to see the rank requirements are a lot lower in the past.
You just need 1 post to be jr member and just 15 activity to be a member in the past.
Lots of people registered in 2013. We can't be everybody same level as people who came before

I do not know where you got the above mentioned table, I think it is old.
The aktual table is on page 1.
Your aktivity-level is to low to be a hero...

"unlimited length" is not unlimited
but it's length 2000 char only
That's still quite a lot, don't see why anybody would need more than 2000 characters
Some may want to make their sig beatiful and attractive and for that, they need to add some codes, so 2000 char length will be helpful.

I like the idea how the amount for Donator & VIP didn't change . because 50 BTC = 50 BTC , no matter how much USD is it
