It's very unlikely scammer tags will be ever be coming back. They were removed fairly recently for good reason. We don't need them anymore as the community policies itself with feedbacks and trust. And no, negative trust does not 'reset'. It can only be removed by the person who left it.

Scammer tag was removed. I don't know whether it will be implemented in new forum. -ve trust won't reset. The user who put -ve trust should remove it, to decrease -ve trust or to make it neutral.

There are plenty of extremely active people of the Legendary rank who aren't staff, but know the forum rules very well, because they just don't report often/a moderator isn't needed in the section they specialize in.
