Actually many users on this forum have already pointed out to the admin of FreeBitco.in to show the provably fair system of their lottery draw, but I don't think the admin ever reply on this question before, I personally have not won any lottery after a period of 1 year using their site as a faucet, but anyway it is all free tickets from the claiming of their faucet, so nothing to complain about me i think not legit
As for the interest on deposits, well I don't see him scamming anyone, but the bait would be when one turns around to want to multiple his/her deposit.
About the lottery yeah I agree so far it's shady and you can't know if it's a real or fake lottery , as long as it's from faucet claims there no worries but I'm afraid that there are some people who purchase the tickets

These regulations are put in place for people to show that they have capital to support its risk profile, operations, and future growth even in the event of unexpected losses.
