The restriction is on the individual's country of residence or citizenship and not just on the IP address so I guess that's still a NO.

Answering YES to this question would put them in a tight spot and will bite them in the ass later on if they start banning accounts.

That's not the case. It is restricted by IP address so someone else must have already signed up an account using the same IP address as you.
