Well, if it were decentralized, what are all these rules doing on the site? Who enforces them? Who made them up? Why? Also, how do i get into the back end, I want to look around.

Well, it's decentralized in terms of making deposits/withdrawals which are automatic ones and performed by the system itself. If there were no rules, no Terms, so how would players understand wager requirements, promo conditions, etc?
