I don’t think this is correct! If you go to the Withdraw page, you will see "Available Balance" and "Available for Withdrawal", the latter is the amount you can actually withdraw. If you click on the sall information icon next to it (i) you will see that it clearly says: "... That means if your wager is 100$, for example, you can request max 100$ for withdrawal".
They also say in their tos that:
