The casino is only a service provider, they provide a gaming experience for their clients.

A gaming service provider is something like netent and softswiss , they only provide games to play without providing any service for you to gamble. So if it were only for money then the house edge won't be as low as 0.5% in some cases, it would be >99% (like with lottery).
