Gambling is already an industry and no matter what happens it's the part of every culture in this world so just accept the fact that it'll forever be there and no one can stop it. Even the government can't stop it so they decided to regulate instead and make a tax from it so to make a win win situation over those syndicated groups.
I also did not see anyway governments can ban gambling especially the online one. It is very difficult and gambling cannot come to an end as far as human beings are remains on the earth. I have tried to advise tax agency in my country also of "tax the gambling players in other to be able to make money from it instead of demonizing it".

A country can ban and stop with stiff punishment, but if you are talking the world, that is not possible, Macau, Morocco and other countries which depends on their income from casinos and gambling sites especially cities like Las Vegas will never do that, all we can do is if we have a friend who is in gambling is to help him seel professional attention.

I think gambling isn't end because gambling is part of the world social society entertainment specially the rich people abd personality.

No, they cannot even in a country where there is a very strict law about gambling, it is still finding a way to exist, it's part of our human existence, the person who is addicting to gambling must get help or interference from his family to overcome it, he cannot do it by himself alone.

In our country even if it's illegal, government can't stop it because those high officials inside the government are the ones protecting it. They will stop operation for some weeks but after that it'll be back to normal again. People would do anything for the sake of money where gambling generates a lot of it.
