That is normal actually. Why would anyone stay when a better club approach the player? It's fair actually and if Dortmund wants the players to continue with them then they have to improve their performance and standards and become a big club like Madrid, PSG, Bayern and City. Dortmund winning this year's Bundesliga (assuming they win and things don't take for turn in the last round of the season) will only set a stepping stone but they have to make a series of these achievements in order to stand where the big clubs stands right now.

For Bellingham it is just wonderful as he is about to win the Bundesliga title with Dortmund and then move to a big club like Madrid.

Dortmund are a strong team but not strong enough to beat Bayern Munich. They are not stable in performance like Bayern Munich and stability is key to win a long league like Bundesliga.
