In my opinion a normal/sane 13 years old should be able to distinguish between good and bad. They don't have to understand the law, they do not even have to know it, but they should know that rape, assaulting others, murder and theft are bad things what honest people have to avoid. One more point. In most of these cases the parents also should be held accountable for not passing on these basic principles.

Of course they have a brand moral knowledge. That's why they still get punished.
But they're not matured enough to vote? It means they're not mature enough to go to jail IMO.
Kids are weaker and can't always control their actions. They're easily manipulated too.

Are you sure about that? A few days ago, a 13-year old white girl was raped by two ethnic Turkish men (both of them above 18-years of age) in Germany. Then the whole population being chased in an poor and unstable country, they flee and the European man being ashamed of himself, welcomes 1000 persons in his domain. -Integrated black people won't kill diversity, mixing people together is what increases diversity!!!

From which continent do you come from ? North America, Europe, Middle East or Russia ? That's the only places where there is a difference. In Africa, everyone is black, has black hair, black eye... I'll be clear, what you're saying is dumb as fuck. First you compare white/black to horse/sheep. Those aren't the same species, of course they're incredibly different! But black and whites would be like Mérinos and Katahdin, two races of sheep. And both feel at home in their stable!
