They can walk away without jail time, but not free.
They get sent in reform schools, which are not exactly heavens... It's rather similar to military training! So can't really say he just "walked away freely".

Germany, Austria and Russia (rape/murder) have the 14 years limit.

Actually it seems russia has a limit at 16 for no capital crimes.

USA and England a 12 years.
Switzerland 10 years.
