That will make them read the rules and not abuse new account they open for appeal.

Or an alternative would be to stop ban appeals being made in META, and also remove the email address stated for appeals as it appears to not be functioning.
Then create a specific board for Ban appeals, where the community and mods can debate on appeal threads.
This would unclog Meta, and also remove the need to create new accounts to appeal bans

There is no need for this actually to inform the user why the account was being ban because the meta section is enough to accommodate the ban appeals. As we all know that there are a lot of users here willing to extend their help on finding out the reason of a user being ban. The admin can also answer the queries here if they have some time to read the appeal. However, the users that will attend the ban appeal is enough already to satisfy the query of a ban user though some are trolling in their replies.

That is the reason it's stated there on the ban message that you can appeal.

When you appeal to that address you should get a message back stating where you faulted the forum rules and regulations

He was banned for copy and pasting and that's only one of the very few 'crimes' that will lead to a permaban here (the others being things like spreading malware or ban evasion). Anything else he might have done is irrelevant, but they usually won't lead to a permban but a temporary one (like incentivising people to post. That would likely only get you a permaban if you're a serial offender).

I have requested an additional ban button for plagiarisers that automatically states the reason for the ban and that's it's permanent so this confusion will be cleared up, but whether we get it or not is doubtful.  
Yes I am suggesting something like this.

Since I am surfing meta section and when someone asked Why is my account banned on the form? and Global mod replied that you are banned for

But some other find that he is giving incentive to post something on their thread here So there is big confusion why he was actually banned.

Staff (or more specifically Globals/admins) can already give the reason for a ban and also its duration, but it's clunky and time consuming to do, especially when some people are reporting dozens of copy and pasters at a time. There's a ban button that automatically bans the user and their IP so that is usually used for copy and pasters to save time. I have requested an additional ban button for plagiarisers that automatically states the reason for the ban and that's it's permanent so this confusion will be cleared up, but whether we get it or not is doubtful.

I don't think it will change any thing. In 99% of cases, they know which forum rule they broke.
It will be better to create a subforum for ban appeals where the banned account can create a single thread (there are many active members able to hundle each case).

Instead of the reason, there should be a link to the rules, something like this >

"Sorry (username), you are banned from posting or sending personal messages on this forum.
You have been banned by a forum moderator. Read the rules and you will find out what you were banned for. You may appeal here: [email protected]""


That will make them read the rules and not abuse new account they open for appeal.

I believe this was suggested couple of times. I don't thnk anything is going to be changed.
Here is one- Account Ban Appeal can be reduced?

Now a days meta section is flooded with the topics related to why the account has been banned?

When someone got banned they will get a message like this on their profile
""Sorry (username), you are banned from posting or sending personal messages on this forum.
You have been banned by a forum moderator. You may appeal here: [email protected]""


But instead of just saying banned we can add the reason why they were banned like this below
""Sorry (username), you are banned from posting or sending personal messages on this forum because of plagiarism.(or why he was banned)
You have been banned by a forum moderator. You may appeal here: [email protected]""


Which can clearly avoid huge spams from META section.
