The Ebay price is quite high. The 7990 costs about $450. But it is a good card, it has 4096 cores in total.
The 7990 can mine about 40MH/s. That is more than the Fury X or Nano. But the power consumption is more.
op needs to learn how pools work. Basically you submit shares that tells the pool you have done some amount of work for a specific block. Your hash dips like that becuz you don't find shares over a certain time frame, then you get lucky and find a bunch so it levels out over time.
