I think your AV/firewall is blocking it from accessing the internet.
Try to do an exception in your firewall for all boinc exe files (C:\Program Files\BOINC)
There are few of them there.
If that don't helps, i would if i were you, completely uninstall AV and turned off the firewall just to see if that
solves the problem.

I've a problem. My Gridcoin client don't send Beacon since over 24 hrs and don't recieve coins from CPU mining. 2 days before the clint worked normally, I send beacons and recieved coins normally. I don't changed anything on my system.
In the gridcoin.log I found a lot of this error messages:
Reg Version 81Boinc Utilization: 57, Thread Count: 6Sending beacons:connection timeout
