I have a question why was your account locked?
Also if I am not mistaken you can always ask your mobile operator for the mobile number that you have lost. They can give you a new simcard with the same number that you lost. My aunt once got her sim card replaced before but with the same number. I think you can have more chance of recovering your account if you have access to the email that is linked in your account.

Also Please provide the signed message here so someone can verify it.

To my knowledge, no one has ever recovered their account by a image. The only thing I can think of right now is asking their support for a signed message OR ask a trusted member to verify for you. Ask theymos or badbear if this could work. I highly doubt btce support would provide a signed message.

Alternatively, do you have any other address which you have the private key of?
