I would gift the money, those can't be reversed, right?
Depends. Technically, as the money is still controlled by Ebay it could tecnically be reversed if you tell a believable story to the customer support (though it probably wouldn't be worth the $20).
Ebay and paypal are not connected though.They both seprated a few months ago.

You giving any vouch copies for your Overwatch keys? From what I've heard that Blizzard are quite strict when it comes to cracked keys, etc. Not sure how you obtained the keys, and honestly, I'm not sure if I want to.

Can you post more evidence about this so that we can understand it?
Was the transaction in bitcoin, can you post the txid? What did ou try to buy, was it with the autobuy link?

I told him in PM that I don't have PayPal and I won't make one because I am not using it. Instead, if you have attached at your PayPal account a credit card you can buy BTC from LocalBitcoins.

Or someone may offer him bitcoins for paypal here. But don't start a thread with it as you'll get negative reputation from the double spend issue (FYI).
