Indeed the vouch shoudl probably be contacted. They are a vouch though and no one has posted evidence to say that he has scammed (evidence would be difficult to find without fuelling the scam).

Paypal can be reversed. If he is a scammer, then the transaction can be reversed. Otherwise, you could reverse the transaction after he gives the actual item and be short of $20.
