The reason why he got the error message on registration is because the casino disabled it but it has been enabled again. At the time when they disable the registration, no one would be able to register and would have received the same error message. So it has nothing to do with restriction or any other thing related to IP, devices, browser, etc. He must be able to register now as the registration is opened/enabled when I write this post.
