the value of alts in this today market is very bad, most of the time the value of alts depends on the price of bitcoin. Very few alts in the market has their own track of price like CHT. That is also the reason why many alts to be release got postponed because of the price issue in todays market.
My point of view based on stable position for altcoins supporting. Bitcoin just slowly dying now. And I think it will not be grait again instead of such altcoins like Ethereum, Ripple or other.
Although altcoin has its own space, their prices have a standard size with bitcoin, like the dollar as standardization of world money. At the moment bitcoin will move at $ 3700 but if it fails it will drop at $ 2800, so how bad for the altcoin price depends on how bad the price of bitcoin is. But when altcoins have different standardization values, for example with fiat or gold. Then their value will depend on fiat and gold.

It all depends on Bitcoin. Its capitalization rules the market, and as we see its fall, although critical for other coins, it did not kill the market.the market itself is never going to die. there will always be a lot of altcoins in it to be traded because people will always want to make profit. and also there will eventually be better altcoins too.
as for depending on bitcoin i have to say it is a false assumption. we have seen before the bitcoin recoveries creates some upward movement in altcoins but it won't lead to much else. they still need to be individually pumped to go back up again. and they can do that without bitcoin while bitcoin rise doesn't guarantee their pumps.
Bitcoin is the standard of every altcoins prices its not a surprise if altcoins prices are dragged by Bitcoins price fluctuations. Seeing altcoins gaining while Bitcoin's price is down is a good sign of growth and its an advantage because once the price of Bitcoin will go up again potential profits in return.
If we see another bull run like 2017, the bitcoin dominance will go lower and the altcoin prices will gain from this.

Not all altcoins have decreased, there are several coins that have increased. but this is not a problem because when the price of bitcoin increases, the satoshi value will increase and that will make the exchange rate against bitcoin change. I don't mind the price of the altcoin Rates decreasing because I focus on the development of bitcoin. for me that when bitcoin experiences positive rates, it will slowly open up the market. it takes time to reach that phase and we have to be patient.

This can be considered as the bottom of bitcoin but there was a chance for the price to go even lower but remember i never think if the price of bitcoin will go even lower than this rate. Altcoin which offers product can survive.

It does not have to be that when the Bitcoin value increases, the altcoins value will decrease. true that every altcoin is affected in bitcoin performance .especially if bitcoin value gradually decreasing and experience massive declined which surely all alts will turn to red suddenly like what happened nowadays. And for sure it will be fine again unless if bitcoin getting value and become green again. 
I am not a crypto expert even though investing in crypto, according to my observation during investment in crypto, altcoin value depends on the movement of bitcoin, therefore if bitcoin strengthens at least the altcoin also strengthens because bitcoin is still the king of crypto

This stands true for most altcoins, but not for all. Some have their own micro-economy and seem to stay somewhat detached of Bitcoin.
Of course, 2018 got the money out from all the crypto scene, so all have fallen. And when the money will flow back, some will rise back. But again, not necessarily related to Bitcoin.
I think Bitcoin will be the major driver of any recovery. We need to watch BTC price movements closely, particularly historic support levels and any psychologically important thresholds. $5k is the next big one going up.
