Poverty and the so called third world country will not be saved by bitcoin or any other currency. Actions and steps must be done by the government first. However for some individuals who are working on bitcoin or earning bitcoin and other cryptocurrency, i believe it is a big help for them in solving some financial problem and sustain daily needs. I know a lot who are making a real living with cryptos.

I think bitcoin have helped the community in a way that people are starting to agree with a certain idea and that is pretty much needed for us to achieve a peaceful world. Nowadays, people always has a say on something. People have different perspective of things and people are willing to kill somebody just to prove their point. In the bitcoin community, we all agree that most governments are corrupt and that we should be freed from the huge taxation. As someone who has been discussing different ideas in this forum for quite a while now, I think you and I can agree to this. Generally the community don't like their government and they feel like democracy is dead. The government does what it wants to do without considering how their country men will feel about that decision and that includes the neverending printing of our fiat money.
Our fiat money keeps on inflating and thus it has a much lesser purchasing power than before. I think only bitcoin can save us from that.

People who are jobless might get helped if the usage of Bitcoin increased. Tere might be new jobs made when Bitcoin would start gaining attention. People might use their time, internet, electricity.. all wisely! Moreover the people might start using their money or i say bitcoin more wisely and they might not waste their Bitcoin! 
Bitcoin can help many people if they are more interesting in bitcoin. Many jobless people will help if they will engage in bitcoin. The do not need to invest just promote bitcoin. Understanding the digital currency of bitcoin is very important and it will help to expand our community.
But the problem with a person without a job is that is not easy to make bitcoin and as the price gets higher it is going to become even more difficult so they are going to grow more desperate for their inability to make bitcoin quickly enough so I think it is better they get a job and do bitcoin in their free time. Bitcoin can be helpful at any cost. It can make something impossible possible. If only people were responsible and has tge courage to do things, it can overcome poverty. I'm from a third world country and I can say that BTC helps a lot to people. If only every or most people knows how to. It makes an individual responsible. Regulations can only affect pace of adoption in that country. But bigger problem for them is if citizens don't buy it. Imagine this like a digital gold which everyone can go into digital world and take it. However your country don't let you go get the gold and because of their stupid laws you will have to buy the gold from us who took it now for much higher price.
