Just greeting them when you crossed each others path is already acting as a good neighbor. You don't have to make a lot of efforts to be one but it's still up you if you want to exert extra effort to make them also as your friend.
I have never met my neighbours or said hi, it is very difficult for me to be nice to them.

If you are new to a locality then you must visit them first before they visit you and talk to them freely and friendly

A person or a family can become a good neighbor if they are able to work together without causing problems with their neighbor. Be friendly to the people around you and if there's a community task try participating on them to have a contribution to your society. Also if there are some issues or disagreements arise try talking about it with your neighbors calmly and avoid any unnecessary quarrels that might spark any long term issues that can also affect your relations with them.

You are right. It is very important to have good relations with your neighbors, as they are the only ones who can help you when you need emergency assistance. But nowadays in nuclear societies, there is hardly any interaction between the neighbors.

Basically, I think the most important thing is to know that your rights go as far as those of the neighbor, and cordiality and friendship should be a routine and not an exception, treat people as you would like them to treat you, and finally but no less important, do not be noisy.
I don’t know how to speak to my neighbours and I don’t find it important.
I learned that Being on bad terms with your neighbour can make your life frustrating, day after day. But taking the time to establish good terms with your neighbours has numerous benefits. The community will be friendlier, the neighbourhood safer, and the area a nicer and more comfortable place to live.
So I took my time to look at this, what I did the first time I moved into my new apartment.
1. I make sure I introduce myself in a friendly manner to my neighbors.
2. I tried to know their lifestyle and how how we can communicate freely.
3. Limit myself from been extremely close to them. Knowing how and when to discuss about a particular topic in the society.
This really help me keep my integrity till now.

I am strongly agree with you, Treating a good to your neighbors is one of one to communicate with them. If we treat good, respect, kind and friendly to our neighbors they will also treat as that way. And this could be our stepping stone to create a good community that can be followed by our children, they will grew up making a good connection to other people or they are sociable. Developing a good relationship with your neighbors makes your community be a better place.
Just have a fresh and friendly behaviours towards the neighbours and most importantly dont be self centered because man are social animals
Be nice to your neighbours as they will be there when you need help.

Depending of the facts of who is judging you, I have a few problems with the guys on my last house.
