I want to become a bounty manager. Are there any guidelines and sources to follow? Are there any particular procedures to follow in each step upon receiving a campaign for myself? Any help is highly appreciated. Thanks in advance.

The forum already has a number of qualified bounty managers. I don't think you have a chance to successfully acquire projects with your reputation here.

Have you seen OP's post history? He spams the same useless post dozens of times. He wants to upgrade from bounty spammer to managing a network of bounty spammers. Not what this forum needs.

I want to become a bounty manager.
If you have a project of your own or you are part of a team you can stand as its own bounty manager if you are an independent bounty manager, you have to offer something that will stand out against the more reputable bounty manager but your chances are not good.

Guidelines are trust and portfolio, on trust, you have to be someone trusted here in Bitcointalk, portfolio even if you don't have projects here if you can show your potential clients your portfolio outside this forum that's worth looking and considering by your potential client.

Nope, not yet. If he's serious of becoming a campaign manager, feel free to do so. Give the guy a chance.

However I can guess early on, low ability and competence will result in another low resource next (both from low quality projects and bounty participants). I think with the experience of joining several previous bounties in an outdated marketing strategy (but surprisingly it's become the standard of all managers), the OP will bring a new breakthrough in order to meet the client's expectations.

Maybe start by actually contributing to the forum and gaining a good chunk of positive reputation first, rather than just spamming bounty threads then expecting people to take you seriously.

Nope, not yet. If he's serious of becoming a campaign manager, feel free to do so. Give the guy a chance.
Besides, every actions have consequences, the community/DT will be his judge.
It's either a tag or a flag(or both) if someone make a mistake or so, like other previous campaign managers in regards of managing a scam company or whatever.

You can start anytime as long you get and convinced a company to do so. But it is not easy, convincing a company requires a lot aside from a good pitch, your reputation and experience will talks the rest for you.

That is why more campaign managers ONLY starts campaign management work when they reach higher rank like Sr. Member and above with much trusts from different users in the community. But of course, it won't be just like that.

Check this list[1], most trusted and experienced campaign managers are there, you can check all of their works on their ANN thread, feel free to check their rules, their spreadsheet styles, their rates and requirements for every ranks in every campaign they managed, and etc.
