I think that we should create a ministry of sodomy to help these people. Since the only way to identify homosexuals is when they "come out" what I propose is that cameras are installed in everyone's homes and in every room. Be it homos or heteros, since you never know who is really gay. The cameras will record all activity in the home and advanced software will detect close encounters where two or more people are in close proximity to one another. These acts will be flagged and the videos will be reviewed by highly trained individuals. If any unwanted activity is recorded than a fine is issued and immediately withdrawn from your bank account. In cases where the offenders do not have funds then overdrafts happen. This is needed to pay for the increasing costs of monitoring everyone 24/7.

After the offender has offended 3 times, or 3 strikes if you will, then they are sent to another country where they can live out their lives away from regular folk.

I realize that most of you will find this method very intrusive, but it is necessary and if you have nothing to hide then you really have nothing to worry about.
